How C&D Diversion Standards Are Implemented at the Facility Level

A Regional Roundtable on Construction Waste Recycling and Sustainability

This past week, Premier Recycle welcomed representatives from the Cities of San José, San Francisco, and Oakland to our facility for a focused roundtable discussion on how construction and demolition (C&D) diversion standards are implemented at the facility level.

As municipalities across the Bay Area continue strengthening construction waste diversion requirements, collaboration between regulators and recycling facilities is essential. Policies set the framework, but implementation happens on the ground — where materials are sorted, processed, documented, and ultimately diverted from landfill.

Aligning on the Future of C&D Recycling in the Bay Area

Bringing together representatives from three of the Bay Area’s largest cities created meaningful alignment around the future direction of C&D recycling, diversion compliance, and sustainable waste management across the region.

During the visit, city representatives toured our operations to see firsthand how:

  • C&D materials are separated and processed

  • Diversion rates are measured and verified

  • Reporting supports municipal compliance standards

  • Facilities maintain transparency and accountability

These conversations matter. As diversion standards evolve, so must the systems that support them. Open dialogue ensures that sustainability goals are both ambitious and operationally achievable.

We’re grateful for the knowledge and perspective our municipal partners bring to these discussions. Collaboration strengthens regional sustainability efforts and improves outcomes for builders, cities, and the environment.

Inside the Nation’s Largest Hand-Sorting C&D Recycling Facility

Premier Recycle operates the nation’s largest hand-sorting C&D recycling facility, giving us the capacity and expertise to process construction and demolition material at a scale few facilities can match.

Our hands-on sorting model allows for:

  • Higher recovery rates

  • Improved material separation

  • Greater landfill diversion

  • More accurate diversion reporting

  • Support for LEED and green building compliance

In an industry where documentation, traceability, and sustainability performance are increasingly scrutinized, facility-level execution makes the difference.

Supporting Builders and Municipalities in Achieving Diversion Goals

The Bay Area has some of the most progressive construction waste diversion and sustainability requirements in the country. Meeting those standards requires:

  • Operational excellence

  • Transparent reporting

  • Strong partnerships between cities and facilities

  • A shared commitment to keeping construction waste out of landfills

Premier Recycle is proud to serve as a trusted partner to both municipalities and the Bay Area’s top builders. Together, we are advancing responsible construction waste management and strengthening regional sustainability.
